Since 1 July 2026, Meta has been adding a "location fee" on top of ad spend for campaigns reaching audiences in six countries that charge a Digital Services Tax: the UK (2%), France, Italy and Spain (3% each), and Austria and Turkey (5% each). The fee is worked out from where the ad is shown, not where the business placing it is based, so it applies automatically to any UK business advertising to UK audiences, with no threshold to cross and no way to opt out. It covers Facebook and Instagram ads in any format, and also WhatsApp click-to-message ads and marketing messages billed alongside them.
Meta had been quietly absorbing this tax cost itself since it was introduced in 2020, the same way Google has done since late 2020. From July, Meta is passing it on instead. The fee is added as a separate line on the invoice, on top of the campaign budget you set - not taken out of it - so it does not show up anywhere inside Ads Manager while you are setting a budget.
Why it matters if you run a business
If you run Facebook, Instagram, or WhatsApp ads for a UK audience, this already applies to you automatically, whether you have noticed or not. Because the fee sits on top of your set budget rather than coming out of it, a fixed £300 a month UK campaign is now actually billed at roughly £306 - and more again if any of that spend also reaches France, Italy, Spain, Austria, or Turkey, where the rate is higher.
There is no banner or warning inside Meta's ad tools telling you this is happening - it is just a new line on the monthly invoice. That makes it genuinely easy to miss if you are judging performance against the budget figure you typed in, rather than the final bill, which quietly throws off cost-per-result and return-on-ad-spend numbers if nobody is accounting for it. Anyone running WhatsApp click-to-message ads for enquiries - common for local trades and service businesses - should check those bills too.
